using GIMP

for the glowing effect :

1.Add some text in the character who's speaking's primary color.

2. Layer>Transpaency>Alpha to selection

3. Select> Grow by 3 pixels

4. Select> Feather selection by 10 pixels

5. Layer> Stack> Select bottom layer

6. Pick the Secondary color of the charatcer speaking and go to Edit>Fill with FG color.
